What is the diffidence between billiards and pool?

I'm 15 years old and I've been playing pool billiards for 6 years against my grandpa and other family members. I'm really good at it and I was wondering if there is any competitions for teens in Washington State I can enter? Or any ideas where to look? Thanks
In billiards when you scratch what is considered over the line?
does the entire object ball have to be over the line or more than half of the object ball? I was always told 3e entire ball has to be over the line but now I'm hearing that only 51% or more counts as over the line. Which is it?

My billiards table is low in the middle. How do I level it?
The table has 8 knobs that are around the table but nothing directly in the middle. Can I lift all the outer ones to lift the middle? I can do carpentry work if that's what it would take. Any help is appreciated.

My dads birthday is coming up and I'm going to throw him a pool billiards party.
